Animals, Plants and Foods Inspection Department

The Animals, Plants and Foods Inspection Department of China Inspection Company Limited is a department specialized in inspection of animals and plants and their products and a professional organization for fumigation disinfestations recognized by the Hong Kong government. The fumigation site is in Hoi Fai Container Depot, Tsing Yi, New Territories. A self-owned wooden package heat treatment storage is built in Yuen Long, New Territories. The Department can handle inspection of animals and plants and their products exported from Hong Kong and transited via Hong Kong to the Mainland, fumigation disinfestations of log, wooden package heat treatment, certificate verification/renewal, timber tree species identification and consulting service.

According to the Measures for the Administration of Inspection, Quarantine, and Supervision on the Fruit Entering China, the Implementation Scheme for Pre-inspection of Imported Meat Products Transited via Hong Kong and Macao, the Notice on Transit Inspection of Imported Animal Fur and Aquatic Animals Transited via Hong Kong, and the Measures for Supervising and Administering the Quarantine of Wooden Packages of Imported Goods issued by the AQSIQ, the Department mainly carries out these services: fruit pre-inspection, frozen meat pre-inspection, animal and plant inspection, wooden package inspection and inspection treatment (fumigation and heat treatment).

Policy-related Services

Fruit transit pre-inspection; frozen meat transit pre-inspection; edible aquatic animal and animal fur transit pre-inspection

(I) Guide on application for fruit/meat products transit pre-inspection.

  1. To apply for inspection, documents should be provided, including official quarantine certificate of the exporting country or region; bill of lading/container pickup document; gate pass for Kwai Chung Container Terminal No. 1-9; completed Meat Products/Fruit Inspection Application provided by CIC; valid trading contract and invoice if the consignee specified in the official quarantine certificate of the exporting country or region is a Hong Kong company.
  2. Inspection application method. Before the container arrives at the inspection site designated by CIC, the pro forma statement of fruit/frozen meat pre-inspection should be faxed to CIC one day in advance.
  3. Precaution. The shipper or agent may not open the container or remove the original seal without permission; after leaving Kwai Chung Container Terminal No. 1-9, the container must arrive at the inspection site designated by CIC within two hours.

(II) Consult Airport Office for edible aquatic animal transit pre-inspection; consult any office for animal fur transit pre-inspection.

Market-related Services

Inspection and certificate renewal for other animal and plant products; wooden package inspection and inspection treatment (fumigation and heat treatment); tree species identification, etc.

To apply for inspection of other animal and plant products, the shipper or agent may complete the Animals and Plants and Their Products, Wooden Package Inspection Confirmation Application and fax it to the Animals, Plants and Foods Inspection Department of CIC one day in advance and, when necessary, provide the official animal/plant quarantine (sanitary) certificate of the exporting country, bill of landing, etc. The certificate of conformity will be issued if the goods are conforming in the inspection at the inspection site. If warehouse inspection is needed, please make a separate appointment.

Wooden package heat treatment is conducted at Integrated Test Center Phase II, Yuen Long, New Territories and takes one day; fumigation is conducted at Hoi Fai Container Depot, Tsing Yi, New Territories, and the goods should stay for at least 24 hours for treatment; timber tree species identification is conducted in Yuen Long, with the certificate to be issued on the same day.

Guide on Application for Inspection of Fruit/Frozen Meat Transited to the Mainland

I. Documents to be provided in application for inspection

  1. Official quarantine certificate of the exporting country or region (original);
  2. Quarantine permit for animals and plants entering China (duplicate);
  3. Bill of lading or container pickup document (original);
  4. Gate pass for Kwai Chung Container Terminal (original);
  5. Completed Meat Products/Fruit Inspection Application provided by CIC;
  6. Completed Letter of Guarantee provided by CIC.

II. Method of Application for Inspection

Before the goods arrive at the designated location, materials required for application for inspection, such as application and permit, should be faxed to the working point designated by CIC one day in advance.

III. Precautions

  1. The shipper or agent may not open the container or remove the original seal without permission;
  2. The container should arrive at the location designated by CIC within the specified time period (120 minutes for Yuen Long Phase II, 80 minutes for L7 parking lot, 60 minutes for Hoi Fai inspection site, Tsing Yi);
  3. Try to use company cheque to pay fees (personal cheque not acceptable).
